Go to about knee deep to find them. I've also found them easily at waist deep. Feel around with your toes, then go down & get it with your hands.

Wade out to a sand bar, or wade out about chest deep. Feel around in the sand with your toes. You will know when you find one. Use your toes to dig it up, flip it higher in the water (time with waves), take a deep breathe and reach underwater to catch the sand dollar before the waves wash it out of reach.
