Yes, of course...the same dynamics that you see on land you see in the ocean...the surface where the snow lands has no bearing on it. As proof, just think about Antarctica where is snows a lot. Do you think the snow just stops where the continent and/or ice stops?

yes - have you ever seen a picture of the Arctic Ocean? Much of it is permanently frozen over with snow accumulations on top of the ice.
