If you are in the US, go to whitepages.com or anywho.com and use "reverse lookup." It's free.

This doesn't work for cell phone numbers, but there are websites that will be reverse cell phone lookups--for a price.

You can also do a reverse phone number search on whitepages.com. If it's a cell phone, however (which is likely), you will just get the carrier and city.

Whitepages has a lot of popups. It's so 1997.

You could also call the number and demand to know who it is...

There are reverse directories. Many phone books now have them and you could also try to google for reverse directories. Instead of listing the name in number alpabetically, they list it numerically by the phone number.

You can do a reverse lookup on the yellowpages.com site(or something like that). All you do is type in the number and it gives you the persons name. It's like the phone book only backwards.
