What an interesting question. It is very subjective. It also depends on what era you're talking about.Some people may go for charismatic wrestlers like John Cena, Hulk Hogan, The Rock, "Superstar" Billy Graham, Dusty Rhodes,and a few others. Others may think about scientific wrestlers like Bret Hart, Owen Hart, Greg Valentine, Shawn Michaels, Triple H,Ricky Steamboat, and others. Personally, from the last 20 years I would have to narrow it down to guys like Ric Flair, Randy Savage, Sting, Bret Hart, Ricky Steamboat, HBK,and Hulk Hogan. My favorite wrestlers from this era are Randy Orton, Chris Benoit, and Triple H.
