Ovulation occurs around the middle of your cycle, so for example if you have a 28 day cycle, ovulation occurs around the 14th day. While the egg is only viable for 24 hours once ejected by the ovary, sperm can live up to 5 days once ejaculated. So in essence the best time is up to 5 days before ovulation occurs, and for up to 24 hours after.

The average time for ovulation is about 14 days into a woman's cycle (the first day of her period is counted as day one)
For each woman it can be a little different though, depending on how long your cycle usually is (for some it can be 20 to even 40 days). point is, ovulation usually happens in the middle of a woman's cycle (which is why it's averaged at day 14 on the average 28 day cycle)

I read some where.. about 15 days after the start of your last period and 13 days before you are expected to start your next period.
