The fork is silver. The black is the silver tarnishing. When silver is exposed to air it oxidizes, which shows up as a black coating in the silver. Polish your fork with a silver cleaner and the black will go away.

oxidation... hotels dont tend to use the best in stainless steel flatware... it could also be real silver flatware which will tarnish and oxidize no matter what... if you want it to shine again throw it in some tarnish remover.

It was either silver (not likely) or plated with silver. Silver oxadizes in air and turns black. You can clean it with baking powder and vinagar solution.
