First, google the name of the city and Newspapers; for instance: type in the search box: Philadelphia newspapers
Then pick on e of the papers that comes up, and look for a link to obituaries.

Go to the library and request the news papers from that city. They will either come as the loose papers, as microfiche or on a CD. You will most likely have to look at them in the library (especially since the average person doesn't have a microfiche reader at home).
