I was thinking, if there was a shallow spot in the ocean, you could dump a whole bunch of rocks there and then cover it with sand, plant some tropical trees and then have your own island!

but, it can't be that simple. what am i missing?

what sort of practical and legal complications would arise?

Neat idea, but there are problems. (of course. there are always problems with such neat ideas as this)
Firstly, most nations have territorial waters, something like a 200 mile band around their coast, and you would have to get permission to put anything within that 200 mile radius. Secondly, there are tides to reckon with. In some places, where you get 20+ foot tides, anything you dumped in the water would simply get washed away. So you would have to have a substantial base for your island, like a series of railway cars, or sunken ships that could form an artificial reef, before you started dumping.
Thirdly, the environmentalists would be on you like a duck on a June bug. And quite rightly. Dumping the quantity of stuff that would be required would be certain to alter all sorts of existing habitats.
Fourthly, overcoming all of the above items is going to cost you millions and millions of dollars. It would truly be cheaper to buy a ready-made island (and there are a number of islands for sale around the world.)

what you are mising is permission from the country that owns that land, an environmental survey to be sure you aren't killing off any lifeforms like CORAL that actually made the shallow places, and the fact that the tides will erode your island away within a few days, unless you put in concrete retaining walls.

This guy in Mexico made an "island" out of plastic bottles. I think it might be more of a raft, not sure but pretty neat. Looks pretty good too!

if you have enough money to buy that many rocks and sand, just buy an island, there are hundreds of thousands of them.
