Downloads have to be initiated by you. So, are we talking uploads here? or are you an administrator that's trying to keep your users from downloading? What protocol are you trying to block? What type of firewall do you have?

That depends on your internet browser. The easiest thing for you to do is to change your browser to Firefox. You can download it at getfirefox.com. Once you get this, you can download other plugins/extensions that will help you. An AdBlock one stops just about every pop-up and should solve your problem.

Try being more specific with your question: as another answerer pointed out, we do not understand what you mean: there is no need to block things from downloading because they don't do it themselves - you need to do something to trigger them. Explain what you mean...

If you've not requested the downloads then I would say you have a Trojan and need to run a good spy-ware program - like counterspy trial program, it's free and it does remove Trojan's
