A little island off the coast of England in the north sea the owner declared it a country in it's own right under international law a couple of years ago(can't remember exact details but am sure a little research on the web will reap results)

If you actually mean a real country, I'm pretty sure its Andorra. Monte Carlo, the Vatican,etc., are principalities and autonomous districts...not countries.

It's Lichtenstein or Andorra... I thought Vatican city was technically not a country.. though it has it's own rules and government.. etc. etc. but maybe someone explain to me...

the Vatican City, Rome. pop. approx. 1000. (and yes, it is a country!!!)
Andorra and Lichtenstein come second and third, not sure which is which though, and possibly Luxembourg forth?

yup, the Vatican is a small country. Singapore, south of my state is puny too. it's very modern (by Asian standards)
