This is a very tough question. If she won't listen to you, talk to someone She Will Listen To. In the mean time you could "suggest" to her the reason you are declining her invitations (like, I would go, but I don't want to get arrested). Sometimes you have to let people make their own mistakes.

If she's over 18, I definately wouldn't tell her parents. I'd only tell the parents if it was SERIOS like she was addicted to cocaine and was doing a gram a day...then I'd tell someone. But if she's under 18 and she's just dabbling and playing around and experimenting...almost everyone does that when they are young and most of the time nothing serious comes of it. But if she's going down the wrong path and wants to bring you with her, I'd seriously urge her not to. She's a girl and you're a guy and so if you show how much you care about her and you're adamant against her doing it, she might would stop. Strongly urge her not to do it. Tell her that you care too much about her to see her ruin her life because many lives have been ruined because of drugs. And I'd keep a very close eye on her too, to make sure that she's ok.
And if you're just talking about weed...then I definately think you're overreacting. I've had similar experiences in your situation so if you want to go deeper, contact me, ok? I'd be glad to give you more advice if I can.

All you can really do is set an example and not join in the crowd. You can't usually tell someone what to do..they have to find out on their own and thats the hard way. But since you know its a wrong crowd, then stay away and find another friend. As for reporting her to her parents....if you feel that she is in danger..then yes, tell her parents.
