If you previously had DHCP enabled on your router and how you've disabled it, you can't access the router because your machine is no longer being issued an IP address. What you will have to do is set up a static IP address on your local machine (192.168.2.2 for example) so that you can once again access the router.

did you also manually configure an ip address on the pc? the belkin's address hasn't changed, but the address of the device trying to reach it probably has. re-enable dhcp on the belkin and the pc, get a dynamic address from the belkin, and then check the default gw on the pc (ipconfig /all). that will tell you what the address of the belkin is. now if you want to disable dhcp you will know what ip addresses you can use on the pc and what to set it's default gw to.

try resetting your router to factory settings. on the back on most routers, there is a small hole about a millimeter wide. bend a paper clip, and stick in there and feel around for a button. press and hold the button for about 15 seconds, and your router will reset. then you can use the 192.168.0.1 in your browser.
