its been a while but i remember one of my tropical fish doing that and they had Ick disease (it is a fungal disease that eats away at their fins so they cant swim straight and eventually they die) You can buy some tablets that go right into the water to kill it. This should help if your fish is not too far gone.
Also, there is something else it could be..it could be fin-rot. Very similar to Ick in the fact that it rots their fins and disables their swimming capabilities, but it is not fungal. There is a medication containing tea-tree oil..its called MELA-*something* and it will treat the fin rot.
Your best bet would be to use both treatments at the same time..it wont harm the water.
P.S.
ick and fin rot can both be caused by excessive stress (temperature change, tapping on the tank, moving around things inside the tank, etc)

I don't know what kind of fish you have. but it is really hard to emulate fish environment at home. Fish are sensitive to home chemicals. You almost have to sterilize everything including the water to for some fish to survive. It takes trail and error. you have to read many books to take care of fish, learning what sort of tank to use, how totreat water, and what kind of environment certain fish likes. Fishes are very critical just about everything. Sometimes when you pay attention to them a lot, it's as if they think they had been kidnapped or abducted. It's really strange and weird, and like I say it takes trail and error before you can successfully have a good beautiful tank full of nice fishes. Or better yet, consult an expert on fishes, and how to get things going. Good enough, yes?

look for any kind of ....stuff growing on the fish. if it's white, it's ich. if it's a rust color, it's velvet and if it looks like a black moldy thing it is some kind of bacteria.
if there isn't any extra growth on fishy and it cannot swim past the surface it's swim bladder problems,..depending on the fish it's "stomach" could look inflamed and red.
only feed your fish a pea if it's constipated...which it does not sound like it is.
you can get medicine at any local pet store like pet-co. the medicines should list what things they treat on the box. resist the temptation to buy the "cure all" kinds of medicine, which deliver small ammounts of all kinds of meds --it doesn't treat them very quickly and it is expensive.
however before you get to the store clean the tank. make sure to treat the water to remove chemicals added to keep humans "healty". and also if you dissolve a little bit (about .5 tps per gal) of salt in the tank it helps the fish by a)preventing further disease and b) helps the fish in the electrolite section,..which may help it to heal faster. i reccomend that you buy aquarium salt because it is the only guaranteed salt not to have any contaminates

Well, it's possible that your fish has ick, which looks like small white spots on the fish's body. That might be it. I have at least 100 fish so I know. You can treat it with a special medication you can get at a pet store.

I'm sorry, but the most humane thing you can do is "euthanize" it (put it in a bowl of water and put it in the freezer; he will gradually grow inconscient and will have no pain). I have seen many cases like that and every time they ended up passing away.

Does it have white spots on it? It's ick - get copper solution at the pet store. Are it's fins "shredded looking? It's fin rot. get Mela-cure from the pet store (it's fungal). best bet is to take a water sample to your local pet store and have it tested.

I think it might be that thing thats wrong with its swim bladder. It gets air trapped in it and they start swimming sideways and upside down. My fish had it too. Sorry man it will propbably die. mine did. :-(

make certain you are not feeding it too much & has clean water!
Do not clean it too often though!
Make certain the water is the right / room temperature b4 putting the fish into it :0) Good Luck!

look up "swimbladder disease", especially common in fancy goldfish. it's a digestive problem, they can't poop. try feeding it cooked peas, which is a laxative. it might die anyway, but you could try that first if you suspect swimbladder.
