That means one can come and one can't ... So they could both stay there if they wanted to stay together. That would be their choice...

Ones who have American Passports are Dual citizens of Lebanon and the U.S. and can thus have a good chance of getting into America since such don't need to file Immigration Papers cause such are already Americans.

Ones without an American Passport are not Americans at all and thus need to file for Immigration if they wanna get into America

Dual citizenship,L/A , married to an American, a US citizen etc.. would have a passport
