actually, i think it would be quite appropriate, seeing that he bears a striking resemblance to a dancing monkey

It would be rude (since I'm assuming that it is meant to be a subtle barb to imply that he is a monkey) but it is humorous so really you'll have to choose whether you care whether or not you're rude. Although, it's most likely that he won't ever receive the stamps anyway since his mail is most definitely vetted first.

He'll never see them. Other people open and read all his mail for him. I'm sure they just count up the hate mail, the fan mail, and mail on different issues, and send him a summary. I'd be surprised if Bush even read the summary.
