you don't have to beat the stronger elite four. you have to complete the network machine in the sevii islands.
(for help look for one of the other times I've answeed questions about this)(island guide without what to do= 1isle, 4isle, 6isle, 5isle, 1isle)

i recomend you check out this web site. www.cheatcc.com go under GBA on the right. click cheats on the box with the GBA on it. go under the letter P for pokemon. click on Pokemon Leaf Green. it will pull up cheats. now scroll down you should see a link for strategy guide. pull it up and check it out. good luck.

and you have to beat the second wave
(the second wave is the elite four much stronger than it was before)
