Actually, you press F8 when you first see the windows logo.

press on f8 then select safe mode

when you reboot, keep hitting f5 and when the bios opens (black screen with white lettering) scroll to safe mode.

when you see your computer makers logo (dell, sony, hp, ect), tap F8, then select safe mode.
