Why can't the person drive while being observed by another?
Please forgive me. I don't get it.

Most states will allow you to drive with a parent or guardian in the car with you--some even require it. In Indiana, the only way you can drive on a driver's permit is to have either a parent, guardian, or driving instructor in the front seat with you.

He should practice driving with an imaginary, mean drill sergeant sitting next to him, yelling into his ears after every little mistake.
Do that a few times, and you can tolerate driving with anyone in the passenger seat.

Practice with different people in the car. If someone makes you uncomfortable, drive a few more times with them and you'll get over it.
