Just tell her you cannot go because you've other things to take care of and will not give you enough time to be there for her party. You're not obligated to go to her party, is just a party, not a meeting.

That depends if you really have something else to do or you just don't want to go. If you have something else to do that is more important just tell her you can't go because of whatever that reason is. If she is your friend she will understand. Don't lie to her though because she will find out.

the truth???!!! with an apology. But you can still offer to help before with decorations, etc. or drop by before or after if able to.
