Cyprus and the consequential 'Turkish Republic of Northern Cyprus.' There are no permanent rivers in Saudi Arabia as well, but I'd go with Cyprus, as they have no rivers, permanent or nonpermanent, at all.

I would think of Africa, but i remember Africa has several Big Basin in the world. So alot of rivers come from that basin.
I am not quite sure. I think every country has river.
