cooling fan may not be coming on because of bad relay

Driving in town is harder on an engine than open road driving.
The first thing to check is whether the coolant reservoir is full.
If you discover you have a very low level of coolant in the radiator this is probably the result of a small leak. There are products to try to seal leaks but I suggest a new radiator.
You also want to check you are using antifreeze and not plain water.
If this checks out then the problem is probably your radiator.
Radiators get clogged over time and occasionally need to be flushed out.
You can do this yourself or get any garage to do it for you.

check the coolant level in the radiator and overflow
if it has an electric fan, is it coming on?
how do the hoses and fanbelt look?

if these seem ok then maybe the thermostat is getting stuck closed. replace it, although do the other things first.
if it is a toyota get a real toyota thermostat. I had a the thermostat on a 92 tercel replaced twice before using the toyota one fixed the problem (it must operate differently)

good luck

Here's a list of everything that could cause your engine to overheat. Mr. Fixit is always where I go first when I have a problem with my car and I can't figure out on my own what it is. Mr. Fixit hasn't failed me yet. It will tell you things you'd never even think about.

Did you try putting coolant in it??? You may need a radiator, or thermostat... Take it to a mechanic.

turn the heater on (yeah, that sucks, but it's better than your engine being damaged)

check to make sure you have coolant
