The Jesus lizard, a type of water dragon is one of the only animals to run across the water besides insects.
There are many types of aquatic insects that trully can walk across water, where the jesus lizard has to run really fast or it will get wet!
Insects like the water strider (Gerridae) whirligig beeltes (Gyrinnidae), the broad shouldered water striders (Viilidae), springtails (Collembola) and some members of the spider family (Pisauridae) can truly walk on water. They have what are known as hydrofuge or hydrophobic hairs on their feet that cover a wide surface area, and allow them to remain suspended on the water's surface (surface tension)
There are also may countless types of insects that do this, but these are a few of the most common families. Their small body size and wide surface area to volume ration allow them to perfect this art.
Insect and spiders are technically animals (kingdom Animalia) so I included them, if you only meant vertebrates, the the Jesus Lizard is my answer.

the basilisk lizard or the Jesus lizard can walk on the water.
actually it just glides over the water surface because its webbed feet create an air bubble which helps it to move.
and since it travels with a great speed the bubbles burst and cannot be seen

It has large webbed feet that disperse it's weight over the surface of the water. When it is threatened it will run across the water to the other side.
