Bring up Windows Explorer, You can use the hotkeys (Hold windows key with the flag down and press 'E')
click on the 'C' drive
Right click on the floppy drive (A usually) and select the menu item 'format...'.

My Computer -> Select Disk -> File (menu) -> Format

put it in the drive.
open "My computer"
right click on the disk drive.
format will be one of the options in the menu that comes up
