People walk up to ATM machines to use them. Blind people have just as much use for ATMs as anyone else.
On another note, there is probably a law saying that public services cannot discriminate. To not put Braille on an ATM would be considered discriminating.

Clearly, it is for the long armed blind people that have the ability to reach the ATM from the passenger seat in the car.
It could also be for all NFL referees that happen to drive up. Blind, but still capable of getting drivers licenses and manage a bank account.

Maybe the blind person is along for the ride. Also, they could walk up to it. Or maybe the ATM used to be somewhere else that wasn't a drive through, and was moved.
