If you are in a hurry then you can paint after it dries, usually 20 minutes or so. I reccommend letting it cure overnight before applying the paint if you can allow for it.

Read the directions on the paint and primer, but I would also wait until it's dry. This could take about 24 hours, depending on your ventilation.
