I believe the Governor of the state would have the power to grant a pardon, if it's a state crime. If it was a federal crime I'm not sure how that works.
I would check with a local criminal lawyer, or better yet with your local state representative (assemblyman, or senator, or whatever it is called.) Basically a pardon is totally discretionary - a governor doesn't have to do it at all, and only will if he or she feels it's a special case.

A friend (he was a collector for a biker gang) of mine applied for and received a presidential pardon from Pres. Clinton.
I don't know any websites, but check this out. Pres Bush is done in 2008 - and he'll have his list of pardons.
We'll never know if ole Kenny Lay was going to be on it.

I am guessing you are from Florida, by your name! So am I... All states are different. I think he/she will need to talk to an attorney. Otherwise, since most people become jailhouse lawyers, I am surprised this person didn't look into this while incarcerated. Be careful -- you may be dealing with someone less than honest! (It happened to me, it can happen to you.) Don't be too trusting... they (criminals) are good at using reverse psychology, too! That's how they get us unsuspecting "friends" to use to help them in their cause. My best advice is my caveat!

If it was a felony conviction, then he's SOL. He's lost his right to own a gun, vote, and spend more than two minutes in any grocery frozen food section.
