Go around to your neighbors apartments, and just make friends.. Introduce yourself, full name, ask them over for dinner, etc... become friends with them, man. Compliment them (not the kids, but if they have kids, tell them you would love to have kids, or whatever, kids are great, general statements like that so they dont think youre a predator) compliment their home, etc. Get to know them for a week, and then mention something about the WiFi, and ask them if they know of any neighbors who have it, and if they have any tips on how to make an agreement. If the neighbors youre making friends with have Wi Fi, they might just go for a 5 or 10 dollar a month opt in, or even give you their passcode, or something for free. DONT hack their account names or passwords. then youll get them all ticked off with you.
The more neighbors you have that use it, the better of you might be. If you ask them if you can use it to just check Email or spend a small amount of time on the net, they might decide they trust you and just give you free access. Who knows? Ive given free access to visitors that I barely knew, also, just while they are in my home.

There could be a few possibilities, First how strong is the signal? If its 60% and above there probably less then 100 feet from you. If you take a WOK, lid, (metal frying pan lid,) Use it like a sattilite dish. With your antenna in front of it, Turn it in different directions, untill you find which way the network is comming from, that will give you a good idea of who has the internet. Then Make up some flyers, that say, I want to shair a wireless internet connection, willing to pay for access, and place those on some doors in the general direction of the where the signal connection is comming from.

Knock on doors around your apartment and introduce yourself, or post a notice that you would like to share with someone if your apartment has a place for you to put up signs.
Don't be surprised if nobody wants to share with you, though. I wouldn't want to share a connection with someone I didn't know, even if it was a neighbor. They have no way of knowing you are trustworthy. Don't be offended if they just want to protect their own interests.

firstly you could try by getting a wifi detector n trying to finds it.
if you be nice your neighours you might get lucky.
allthough

as this says from a previous post. if you start downloading copyrighted material or any thing dodgy, your neighboours would get the beef from whoever would be proscuting, as they wouldnt be able to prove its you.

Try using a Wifi access point finder, That might help locate the wifi router/dongle. Then you can find the owner's house, knock on his/her door, and probably get what you need to connect!

there are inexpensive wifi 'hotspots' locator device on the market. you can use that to trace where the signal is coming from so you can negotiate with the owner about sharing his bandwidth

As using your neighbors bandwidth, even with their permission is theft from the ISP and could result in criminal or civil actions against you, hopefully no one will assist you with doing this.

try making up random passwords and access codes and see if you can get access to it that way.
thats what i do all the time.
why pay when you can just hack in2 it?
