We have a guy & his wife that mows our lawn at our office. He does not have an actual business (set up with the state and federal government). Do I furnish him a 1099 at the end of the year?

If you pay him more than $600 dollars in a calendar year, then yes, you have to issue a 1099.

Depends on how (cash / check) and how much he's being paid.
There is a set amount where you do have to issue an 1099 - check your local state laws (department of labor).
