Using Photoshop, How can I re size a layer that placing in top of another?

Example( I want to place a picture of a woman right nest to a forest backgroung, but i want the srink the layer of the woman so she looks smaller.

Click on your woman layer. Free Transform it (Command+T on Mac or Ctrl T on PC).

you click on the layer you want to shrink, and then click free transform and drag it to the size you want.
