he's 55 years old, and pretty much healthy, he doesn't want to go to the doctor, i was guessing it could be diabetic ulcers, but he doesn't seem to have other signs of that

In most cases it can be related to venous insufficiency or as you say, diabetes (of course if he is not diabetic this is not the case).

However, any ulcer that doesn't heal has to be checked for CANCER. Cancer of the skin may present as a non-healing ulcer, so tell this to your father, probably he'll be scared and agrees to get checked. He may need a biopsy of the ulcer to know if it's cancer or not.

There is the possiblity this is a sign of diasease called 'Shingles' . Shingles is like the adult version of chicken pox but is a lot more painful and almost impossible to get rid of with out medical treatment.

He should be convinced to seek medical attention. If this is shingles, he will start to have more 'out breaks' and the pain will be ten times worse.

I don't know what it is, but he better go to the doctor or he will lose his leg.
