Melanin is a skin pigment (substance that gives the skin its color). Dark-skinned people have more melanin than light- skinned people. Melanin also acts as a sunscreen and protects the skin from ultraviolet light. Melanin is produced by cells called melanocytes. It provides some protection again skin damage from the sun, and the melanocytes increase their production of melanin in response to sun exposure.

You can not reduce the amount of melanin in your skin. You will be whatever color your genes dictate. If there were a way to reduce the amount you have I sure would have figured out by now. I have a severe case of malasma which is hyper-pigmentation or dark patches of skin. The dermatologist told me to use a medication called Melquin to fade the spots. He also told me to use a high SPF sun screen and stay out of the sun. If you have this kind of problem you too should see a dermatologist. I hope this helps.

There is no possiblility to reduce the amount of melanin you have. You can increase melanin production though. Increase in oxygen in the blood stimulates melanocyte cells to produce more melanin.
