I think it can be tolerated if the skin is painted (special body painting) like during festivals but other then that I've never heard of anyone seeing a women topless! I work in Montreal, Quebec and I never got the chance to be topless outside of my home! I heard there are good nude camp-grounds but never tried one yet.

I`d check my source first! Is it reliable? I`m thinking that years ago it was relayed to me that homesteads and private beaches and even some public beaches allowed it. I dint understand the negativity of those who have a problem with the issue. God created the mammary glands to function in child rearing and as a lovely part of the female to be touched and admired along with the whole person in proper situations. Keeping it clean here if you all know what I mean.....

well, it shouldn't bother you to see nudity. Its the American Sensorship thing.... we sensor everything and yet we are the most violent superpower nation as far as guns and gun violence go.. We sensor a breast, but we have no problems with throwing Saving Private Ryan on during primetime for all to see....
Breasts are breasts, in Europe nude beaches are commonplace, Canada probably has a much more relaxed policy on skin bearing, but Ive never seen any ladies parading around topless in canada al lthe times Ive been... they'd get harrassed and groped by teenage american guys up there to drink since america is soooo rediculous on drinking age as well... WE NEED TO LIGHTEN UP IN AMERICA.

Generally, it is true. There are some locations that either discourage or forbid it - but mainly for dignity's sake (courtrooms) or for the preferences of private ownership (amusement parks).
At some point, maybe someone will finally understand, and say, "so what?" I love the female form, but think this incredible fixation in the US on nudity - as in, anti-nudity - is incredibly childish and painfully self-conscious.
