Avoid Phoenix, Snottsdale, Glendale or any of the surrounding areas. If you *must* live here, Peoria is semi-nice. Be prepared to have to take Spanish lessons.

Personally, I like Flagstaff. Quiet, friendly, cool and affordable.

Scottsdale and Paradise Valley are like a little LAs, and it's trendy but pricey.Probably the safest because you're paying for it. There are a lot of stores/restaurants.
Mesa, Queen Creek Gilbert and Chandler are suburbia havens. Big families, no culture, far from everything, and mormonism abound.
Downtown Phoenix is up and coming, could be cool if you like the historic districts. Many young people and a lot to do, but not the safest.
Anthem, Surprise, Avondale and Tolleson are FAR FAR away from everything. They are filled with new developments and track homes. Mostly families and very few young people.
My suggestion, if you're younger, and want to be where there is some action I'd suggest Scottsdale if you can afford it, and downtown Phoenix historic distric if you can't. If you have a family and looking for quiet suburbia probably Anthem or Surprise because the eastern areas (i.e. Mesa, Gilbert etc.) have way to many Mormons, and they control everything from the schools to the businesses. And they also segregation and pressure you! Good luck!

If you're raising a family or just are normal than I wouldn't reccomend move north of Tempe. There's a lot of nice real estate in Mesa, Chandler, and Gilbert that lets you go to the busy city to work and return home at a reasonable time to a quite suburban setting.

Phoenix area (not IN Phoenix) is great because the area has everything you could ask for in a big city without a lot of the congestion. There is an area west of Phoenix called Arrowhead Ranch and it's located in Glendale. It's a great place to live, with schools, shopping, entertainment, restaurants, all in close proximity. The cost of living is not too bad and crime is very low there (at least for now!).

I will preface my answer by stating that I am a licensed Realtor® in the state of Arizona.

Any of the areas you have mentioned may fit the bill. Would like a bit more info as to what you are looking for in a new home.

There’s also Carefree and Cave Creek as well.

If I had more clarification, I could help you more no cost or obligation to you.

Goodyear, AZ

Great community just a few minutes from Phoenix and the cost of living is phenominal. You could buy a brand new 3bed 2 bath house for about $200k

Nobody has mentioned Prescott and Sedona...not as hot as Phoenix and Tucson...more the 4 seasons, variety of new homes, very scenic and not much crime.

Try Flagstaff or Bisbee or Douglas?
Really the decision is up to you.
