What is the green stuff that the highway dept sprays on the side of the road to grow grass?

My back yard is basically calichi rock. I need to know how to get grass to grow on it.

Grass seed and fertilizer with a binding agent (green) so it won't blow away.

It's known as Hyroseed... get a company to spray it for you tho, its tedious!

hmm i also would like to know also..maybe we could try going to a landscaping nursery
