I know this 7 y/o male who always talks about sex! he is always making reference to his "winkie" , tries to look up womens skirts, and will go up and hit little girls in their private region! Is this normal for this stage on his life or what?

need to report that asap to his parentsand before he really get out of hand and I think that father has been doing this and he must look up to his father or I maybe wrong and Need to seriously need to fix the plm.

No it is not normal for boys his age to be so interested in the opposite sex and at that age they shouldnt even know what sex is!
