Alternatively, if he can/is interested in leaving NYC, there are lots of schools elsewhere that have good music programs such as the University of Indiana.

Now, is he interested in performing music or working on the business or technical aspects? If he's a performer, there's Julliard. If his interest is the music industry, then he should go to business school and try to minor in music, if it's an option.
