the book is about two china dolls, one older and not as pretty as the other, and at least one of them has an unusual name. I think it takes place during the Victorian period.

It might be "Best Loved Doll" by Rebecca Caudill. It is longer than a picture book, but shorter than chapter books and has some illustrations. It's about a girl who has to decide which doll to take to a birthday party and she can't decide between her older doll and her newer doll. The book is older, it was reprinted in 75 and once more in the 90s. But I grew up with it. I know there were china dolls in it.

Other famous books about dolls include

I think the book you're talking about is: "Behind the Attic Wall", by Sylvia Cassedy.

It's about a young girl who goes to live with two unloving aunts and retreats to the attic where she discovers those dolls.

Talk to a children's librarian. You'd be amazed what books they can find with not much to go on.
