Joe Niekro was caught throwing a version of the spitball, although he was actually using a nail file to scuff the ball:

When the umpire came out to question him about the contents of his pockets, he initially tried to drop the file without being caught. When pressed, he claimed that he was using it do his nails between innings.
Ultimately, he was suspended.

Joe Niekro got caught with a nailfile which he used to scuff the ball. I believe he was suspended for a while, though my memory isn't good enough to recall the exact punishment.
To my knowledge Phil Niekro never got caught throwing an illegal pitch.

I think they both got caught doctoring the baseball at some point in their career.
