I am just a degree holder, some more not major in mathematics. I don't know any professor in math field, hence, don't know where to publish my theorem.

The theorem is about the prediction of random number and its distribution.

Any people familiar with this issue, please help me on...

Math really isn't a type of new coffee machine that you go to the patent office for. Try contacting the AMS (american mathematical society) http://www.ams.org/ams/reach.html . They should be able to tell you what to do, and they have their own journal if they like what you have.

You should either go to a local math society. they will most probably have a journal and you can publish your work there

Go to a patent office. They'll either copyright your theory, or point you in the right direction. The patent office should do it, though.

Write up your work and submit it to the arXiv. http://www.arxiv.org

That way, people working in that field will see it.
