Keep your dog chained or fenced in, and as far away from your neighbor as possibe. Make sure he is current on his rabies vaccine. In my state, if a dog/cat nips at a person and does not have proof of a rabies vaccine, it will be quarentined for 10 days and vet checked 3 times, all at the expense of the owner. Sometimes they are deemed "vicious" and may be put to sleep.
You do not want this to happen to your pet, especially if he's nice to everyone else. When your neighbor is around, have your dog come inside before he gets agitated or have him sit and stay by you, at full attention. You will need some VERY good treats (like chicken or hot dogs) to get him to pay attention to you and not your neighbor. He needs to know that you are the boss and have the final say as to who is OK and who are enemies. Keep him on a leash until he will listen to you at all times. If he really gets out of control, you may need a gentle leader or halti so you can hold onto him better. Do not yell at him or act agitated yourself, or he will think YOU hate your neighbor too, and that he is just doing what he thinks you want. Calmly call him to you, have him sit, and give him a treat when he does. Hold him in that position and rub him slowly to calm him down, and eventually he will associate your neighbor with treats and petting. If not, consult a behaviorist.

How necessary is having an ugly, stinking dog tied to your heels all day? Is it worth being a neighborhood pest? Isn't there something else you could do with your time than babysit and pet a smelly, drooling dog? It's no wonder your neighbors have hard feelings. Probably everyone within bark range is gritting their teeth. How much more of a wake up call do you need? If you got rid of that pest, probably the whole neighborhood would celebrate. I know first hand, I have a very selfish, obnoxious barking dog neighbor too and all I can do is suffer.
Yes, there is something you can do, exit the dog stage left! Now that you know, are you going to do it?

Your dog is probably picking up on your ill feelings toward your neighbor and for that reason, doesn't trust him/her. If there are true ill feelings there, I would keep an eye on the dog, your neighbor might see this as a good chance to hurt you and report that you have a vicious dog. Depending on your city ordinances, they might take the dog away.

well the dog probably feels the tension between the two of you. dogs feels thing when their owners are sad happy mad or just nothin'. try to work it out where u and your neighbor have dinner and come home happy and the dog will understand. try it?

lol. my dog despises my neighbor. anyways u could try taking ur dog up to ur neighbor and introducing them to each other and kinda act all nice to ur neighbor so ur dog will like u and the neighbor r friends and will start being nice.
