"It's a midget with a giant right arm." That may be a paraphrase. I can't find anything about this quote online, so may have it wrong. Does it ring any bells for you?

YEs, I know that the USSR no longer exists. However, I am researching Stalin and remember hearing a quote like this. I looked at Wikiquote, but still nothing.

Well, Ive never heard of that saying before. If i were to guess what it meant, i would say the midget part has to do with Stalin, i don't think he was a very tall man, and the giant right arm i think would symbolize the fact that he put more money into creating a very strong military and the fact that he used that to solve his problems. Usually the word "right" in political terms would mean your for a stronger military whereas the left would men a less of one. So my interpretation would be "its a midget (Stalin) with a giant right arm (would solve anything or get his points across by using force, and caring little for his people or its matters, only his countries industrial strength.)"
