the most hm moves you'll need at any one time is like, two. you don't really have to use all 7 at the same point in the game. but if you're traveling and want to make sure you will have the moves if you need them a mule is a good way to go. but they can only learn four moves so teach the hm's that are actually good moves like waterfall or surf to your strong pokemon.

7 HMs 6 pokemon some moves like strength, surf and waterfall are powerful, so teach every pokemon one or two HMs and you will have power but not sacrifice diversity EG
cut-charizard
fly- charizard
surf- blastoise
strength- snorlax
flash- mewtwo
rocksmash- snorlax
waterfall- dragonite
example team= charizard, blastoise, snorlax, mewtwo, dragonite, tyranitar
this is just a team a created off the top of my head, but it is six powerful pokemon, and especially if you lose five pokemon in an extended set of battles (not all at once) you really are better off with a strong pokemon. This team also can take on any terrain and has enough different tyes to do some damage.

No. Train a reg. pokemon (like zigzagoon) so that it's in the 40's or 50's so u can have 6 strong pokemon. Use about 1 hm on each pokemon in your team.

no don't teach your pokemon hm's it is just a waste of time and and moves, do what you said and use regular pokemon, i like to call these "hm slaves". As you figured out zigzagoon makes a good hm slave but furret and krabby make good ones too

the guy above me isn't taking word of the particular shown actuality that this isn't Diamond or Pearl. regrettably, there is no longer a real way without dishonest, cloning, or paying for and promoting to receive yet another Dig TM. in case you only favor the pokemon with dig to get the regis, then factor a diglet.

I used the mule/packhorse route myself, and it seemed to work pretty well. That's what I would go with. If you can't cover yourself with five strong pokemon, then you're probably screwed anyway.

Yes, if you want to train that pokemon. If not please don't teach a good/legendary pokemon crappy Hm moves. But do teach them good TM moves.
