A good question! It simply means 10 hours after midnight or midday in the clock. So, 'O' stands for hours which when pronounced sounds 'ours' and 'O' here is the abbreviation for 'ours' or 'hours'!
By the way, 'wat' should be spelt 'what' though here again when pronounced it sounds 'wat' or 'watt'! And, 'What does O stand for in 10 O'clock?' is a better way of constructing your question!
