A collective punishment is a punishment against a group to motivate that group to fix problems that are within the control of that group. For example, a coach may force all members of the team to exercise where one member of the team messes up.

It is often a way to ferret out the wrongdoers where the group may be hiding and protecting the wrongdoers. For example, in Tort law where it is known that only one member of a group did something wrong, and only the group members have the information to say who acted wrongly, the law will allow a judgment against all members of the group in order to force the group to present evidence as to who the wrongdoer was.

Gee, I'm not sure what situation you are specifically referring to, but you can probably analogize to whatever you had in mind.

Israel is not punishing Lebanon. Israel is trying to defend itself from Hezbollah. Hezbollah, lives amongst the civilians in Lebanon. Any collateral damage is the responibility of the terrorists using civilians as shields. If Hezbollah really cared about civilians, they would get as far away from civilians as they could. But they don't, thus proving they are evil terrorist scum-bags.
