I have been researching this topic and am completely stunned by what it implies -- it involves politicians at the highest level of the Republican party in the 80's and 90's
Can anyone explain how they could get away with this?

Welcome to the reality of the consipracy which does not exist. This is only one facet of the mess, a very small facet, I might add.
For a real horror story read Trance-Formation of America by Cathy O'Brien and Mark Phillips. You will have to special order the book. They don't like keeping it on bookstore shelves.
