If the law stipulates the criteria as "Age related", does that mean that Ross Perot could stop paying his electric bill without having it disconnected?

Yes, of course. I've been more surprised when "blue" states do this. Minnesota "borrowed" $735 million from their education budget to pay for other nonessential state bureaucracy.
When I "quit" my job, I made sure to protect myself should an emergency arise ( like a $280K hospital bill from my daughters birth). I understand she quit her job to care for her son, to me the tragedy is that the state doesn't have programs to support her continued employment.

What exactly did they do that upsets you? The article was only about a discussion, no one lost their electricity. All states have the same problems every summer, even "blue" states.
