The non-competition thing is definitely the answer. Many states are starting to fight that, since it is, in effect, a monoply. Check the link below. You may have rescue headed your way in the near future from Verizon, if not others!

cable companies often have agreements to not compete with each other. It is very common, and happens almost everywhere.
