DSL technology is very much cable distance limited. Therefore the farther you are from the telephone companies central office the worse it works. Cable systems are not as impacted by distance and are a better choice when available. There are a number of companies such as beam speed in Yuma and Imperial Counties that offer a broadband alternative to satellite in rural areas.

When it becomes cost effective. DSL is a business and businesses must make a profit. If one small area does not have sufficient population to support DSL at a profit then there is no incentive to offer it.
