Ok, I know that you asked for "most romantic movie ever" but I have 2 so i'm just gonna put them both down...
Love Actually:
it's not very explicit but it's romantic. It really is...what with all those interweaving storylines and all those amazing actors who make the story believable.
The Notebook:
This is hot & heavy romantic. It is so overtly romantic from the chemistry that the the main characters have with each other that it is HOT...
Of course the love relationship between the older couple is also very very romantic because there is a kind of trust and maturity that they bring to it...
Ah Ah!!!
Serendipity:
Now that is great...it is so hopelessly romantic....:)
Also, try Meg Ryan's When Harry met Sally and Sleepless in Seattle....

Moulin Rouge is one of the best love stories ever made. You care about these characters and the love that they share. It's unlike any other movie of it's type that I've seen. If you've seen Baz Luhrman's version of Romeo and Juliet (and you liked it) than you're in for something really great with Moulin Rouge. "It's a story about a boy. A story about a place. A story about the people. But above all, it's a story about love. A love that will last forever."

Ok, so my answer may be a bit unconventional, but I think that "Bram Stoker's Dracula" is the most romantic movie ever. I mean come on, he gave up God and death for the woman he loved and then searched until he found her "reincarnated" self. If that isn't love, I don't know what is.

Check out Somewhere In Time with Christopher Reeve & Jane Seymour - not bad at all!!! Also, the Princess Bride is incredibly romantic - along with being funny, fun, cool too!!!
