Not the actual cup. You are referring at old Jules Rimet Cup.
It was a gift given to Brazil at their 3rd victory. There wasn't any rule.

"The Brazilian team won the tournament for the third time in 1970, and were rewarded by being allowed to keep the real trophy in perpetuity. However, the cup was stolen again on 19 December 1983, when it was taken from a display at the Brazilian Football Confederation headquarters in Rio de Janeiro. The trophy was kept in a cabinet with a front of bullet-proof glass, but a rear made of wood was pried open with a crowbar.[4] The trophy was never recovered, which suggests it may have been melted down. Four men were eventually tried and convicted in absentia for the crime. The Confederation commissioned a replica of their own, made by Eastman Kodak, using 1.8 kg (3.97 lb) of gold. This replica was presented to the Brazilian president in 1984."

"FIFA's regulations now state that the trophy, unlike its predecessor, cannot be won outright: the winners of the tournament receive it on loan for four years and receive a replica (gold plated rather than solid gold) to keep."

The old cup, the 'Jules Rimmet' would be kept by the first team to win 3 World Cups. Brasil did it in 1970 and kept the cup.

Since 1970, regardless of how many times a team wins, they only get to keep the cup for the 4 years of their championship then is passed to the new champion.

I don't think there is any official rules governing this.

However, after Brazil's 3rd time winning the World Cup, they let them keep the original cup.

The Italians have now won 4 times, and yet I've heard nothing about them keeping it.

3 times. Brazil already won 5 times so they have kept one trophy if they'd won this year they would have kept this year's cup.

They keep the original for four years and after they give it back to Fifa and they get a replica!!
They don't get to keep the original!!
